Action needed on Nigerian oil theft

Nigeria loses 138,400 barrels per day of crude, around 7% of its total production, to theft, spills or shut-in production, according to a report from the Nigerian Extractive Industries Transparency Initiative (NEITI).

The problem is “neither hypothetical nor episodic. It is real and endemic,” the report said. Steps should be taken on a number of fronts to tackle the problem, it said, including “fingerprinting” of oil in tandem with the international community and improved leak detection and cut-off systems for pipelines.

Africa Oil goes it alone in Nigeria deal

Africa Oil will go it alone in the acquisition of stakes in major fields offshore Nigeria after its partners, Delonex Energy and Vitol Investment Partnership, both withdrew.

An amended agreement has been signed by Petrobras International Braspetro, which is selling the stakes, and Petrovida Holdings. The latter was a consortium made up of Africa Oil, Delonex and Vitol. The asset in question is a 50% stake in Petrobras Oil and Gas BV (POGBV).

Senegal launches licence round

Senegal has launched its licence round the Africa Oil Week conference in South Africa, although it faces criticism from one company for offering a disputed block.

Senegalese Minister of Petroleum and Energy Mouhamadou Makhtar Cisse officially opened the bidding process on 12 blocks in Senegal. There will be follow up roadshows in Houston and London, before concluding at the MSGBC Basin Summit in January 2020. At this point, companies will be able to submit bids over the following six months, closing at the end of July.

The US is eager to export LNG and coal to African states, US Assistant Secretary for Fossil Energy Steven Winberg told the Africa Oil Week conference.

The official noted the Prosper Africa initiative, which was launched in June, as boosting two-way trade between the US and Africa. The plan is to work with the private sector to support development. US companies, Winberg said, can bring expertise and capital.
